062993.RANDOLPH COUNTY BOARD OF COMMISSIONERS June 29, 1993 The Randolph County Board of Commissioners met in special session at 6:30 p.m. on June 29, 1993 in the Commissioners Meeting Room, 725 McDowell Road, Asheboro, NC. Commissioners Frye,.Kemp, Langley, and Comer were present. Commissioner Petty was absent. Landfill Operation Contract Patty Sykes, Purchasing Agent, stated that landfill operation proposals were requested for a base price bid for waste handling, a base price bid for temporary haul roads, berms and daily cover, and unit prices for miscellaneous work such as gravel, water spreading, road grading, and sediment traps. Several of these items required that proposers have a contractor's license. Proposals were received as follows: CONTRACTOR TOTAL FOR 3 YEARS TOTAL REQUIRING LICENSE Hamlet Construction $•1,687,720.00 $ 167,700.00 Mace Grading 1,862,850.00 607,500.00 Triad Grading •1,878,480.99 497,631.00 Wright Grading Company 1,928,730.00 1,270,865.00 Larry McDowell Construction. 1,953,275.24 1,197,107.00 Ms. Sykes said that proposals had been evaluated with the assistance of Hazen & Sawyer, the County's consulting engineers for the landfill. Each proposal was evaluated for its compliance with the Request for Proposals and to ensure that the selected proposer will be properly licensed to perform the required work. Mrs. Sykes said that Hamlet Construction's bid of $20,000 for bid item #2 (road and berm construction and for daily cover) was so very low that she asked Hazen & Sawyer engineers to evaluate it. John Bove of Hazen & Sawyer explained that their estimate for work required for bid item #2 would be $294,138 for one year. Even calculated on the lowest. possible estimated cost, it would be $76,700. When they talked with Mr. Hamlet, he assured them that his quote of $20,000 was not a mistake. Mr. Bove stated that it is not feasible for Hamlet Construction to perform the work required in bid item #2 for $20,000 per year; therefore, the bid could be considered non-responsive. Ms. Sykes stated that, based,-on.inforpation from Hazen & Sawyer, a contractor would have to have .greater'than a limited license._ Because of -this --and for reasons stated above, she recommended that Hamlet Construction's bid be rejected as non-responsive. She said that the bid from Mace Grading could not be evaluated because unit prices were not provided; therefore, this.bid is rejected. Triad Grading has only a limited building license; therefore, this firm is not properly licensed and their bid must be rejected. Wright Grading and Larry McDowell Construction both have an unlimited license and are responsive bidders. Ms. Sykes recommended the bid be awarded to the low bidder, Wright Grading. On motion of Kemp, seconded by Langley, the Board awarded a three-year landfill operations contract to the low bidder, Wright Grading Company. Chairman Frye commended Mr. Wright for the.work he has done at the landfill for the past 20 years. Bill Ivey., attorney for Mr. Wright, stated that Mr. Wright had received a letter from the NC Department of Environment, Health and Natural Resources saying that he is doing good work at the landfill. Appointments - Strategic Planning Chairman and Vice -Chairman Chairman Frye submitted the name of Don.Hancock as a possible chairman for the Randolph County Strategic Planning Committee. He has been a teacher, principal, County Planning Board member and chairman and is now mayor of Archdale and chairman of the Randolph County Economic Development Corporation Board of Directors. Mr. Frye also suggested that Hal Johnson, County Planning Director, serve as vice-chairman, so that both the private and public sector be involved in leadership. On motion of Langley, seconded by Comer, the Board appointed Don Hancock as chairman and Hal Johnson as vice chairman of the Strategic Planning Committee. Appointments —Private Industry Council On motion of Langley, seconded by Kemp,.the.Board appointed Deborah Bowman, Vicki Brower, Carey Durham and Kathryn Frazier and reappointed Addie Luther, Carol Matney and Janet Means to the Private Industry Council Adjournment On motion of Kemp., seconded by Langley, the Board adjourned at 7:15 p.m.
