062392RANDOLPH COUNTY BOARD OF COMMISSIONERS June 23, 1992 Minutes The Randolph County Board of Commissioners met in special session at 6:30 p.m. on June 23, 1992 in the Commissioners Meeting Room, County Office Building, 707 McDowell Road, Asheboro, NC. Commissioners Frye, Davidson, Langley, Petty and Comer were present. Home & Community Care Block Grant Funding Plan On motion of Davidson, seconded by Petty, the Board adopted the 1992-93 Home & Community Care Block Grant Funding Plan as prepared by the Area Agency on Aging. On motion of Petty, seconded by Langley, the.Board.approved an agreement with the PTCOG Area Agency on Aging for the provision of county -based aging services for 1992-93. Tipping Fees at Landfill On motion of Davidson, seconded by Langley, the Board voted to keep landfill tipping fees at $20 per ton for 1992-93. Dumpster Fees and Hours of Operation On motion of Petty, seconded by Comer, the Board adopted new fees and hours of operation for dumpsters as follows: FEES: 13 gallon bag or equal $ .50 32 gallon bag or equal $1.00 HOURS: Coleridge - Mon., Thurs., Fri.-, 9 a.m. - 6 p.m. Sat., 8 a.m. - 5 p.m. Closed Tues. & Wed. Farmer - Mon. - Fri., 9 a.m. - 6 p.m. Sat., 8 a.m. - 5 p.m. Landfill - Mon. - Fri., 8 a.m. - 4:30 p.m. Sat., 8 a.m. - Noon Fire District Taxes On motion of Petty, seconded by Langley, the Board approved fire district taxes as follows: Bennett, 5C; Climax, lOC; Coleridge, 9C; Eastside, 6C; Fairgrove, 4(; Farmer, 7(; Franklinville, 8C; Guil-Rand, 10C; Julian, 10(; Level Cross, 8C; Northeast, 7(; Randleman, 9(; Seagrove, IOC; Sophia, 10(; Southwest, 10(; Staley, 10(; Tabernacle, 10C; Ulah, 7C; Westside, 9(• School District Taxes On motion of Langley, seconded by Comer, the Board approved the Asheboro City Schools supplemental tax at 14.50 and Archdale/Trinity supplemental tax at lOC. Adoption of 1992-93 Budget On motion of Davidson, seconded by Petty, the Board adopted the 1992-93 Budget Ordinance, setting the property tax rate of 57.20( (no increase), with the following six changes to the Manager's General Fund proposed budget: 1. Give a 2% salary increase starting January 1, 1993. 2. Add a House Arrest Deputy position. 3. Add a Civil/Bailiff Deputy position. 4. Add 2 AFDC Income Maintenance Caseworker I positions. 5. Restore funding to Randolph Arts Guild. 6. Add 3 Breaking & Entering Task Force Deputy positions starting September 1, 1992. The adopted budget totals $38,392,677 for the General Fund..
