061692RANDOLPH COUNTY BOARD OF COMMISSIONERS June 16, 1992 The Randolph County Board of Commissioners met in special session at 2 p.m. on June 16, 1992 in the Commissioners Meeting Room, County Office Building, 707 McDowell Road, Asheboro, NC. Commissioners Frye, Davidson, Langley, and Comer were present. Commissioner Petty. entered where so noted in these minutes and was present for the remainder of the meeting. The Board heard budget presentations. Asheboro City Schools Dr. Bob Gordon, Superintendent, detailed requests which had not been included in the proposed budget. He noted additional energy costs due to reduced state funding, the opening of the new Balfour School, and the continued use of the old Balfour School. He also mentioned insufficient funds for salary increases, textbooks, exceptional children's program, and capital outlay. County Schools Dr. George Fleetwood, Superintendent, discussed needs not met in the proposed budget. These included energy costs, salary increases, current capital, and construction capital. He also stated that with the rapid growth in the Randleman/Level Cross area, a new elementary school in that area will be needed sooner than anticipated. Mental Health Louise Galloway, Mental Health Director, requested that an $10,000 be placed in their budget to cover expenses. Also she to cover a salary increase equal to that County employees might additional requested funds get. Randolph Community College Eddie Allen, Board of Trustees member, presented information on plans for a new photography studio building, estimated to cost $1,200,000. He requested funds to assist in the construction of this building.. Commissioner Petty entered the meeting at this point. -------------------------------------------------------------------------------- Dr. Larry Linker, President of RCC, stated that they have funds available for design development and construction drawings if the County will commit funds for the 93-94 year to pay for construction. The meeting recessed until 7:30 p.m. -------------------------------------------------------------------------------- Public Hearing on Proposed 92-93 Budget and Home & Community Care Block Grant Funding Plan At 7:30 p.m. the Board adjourned to a duly advertised public hearing on the budget and block grant aging funds. Chairman Frye announced that legislation was passed to use a block grant to consolidate all sources of money for aging services into one funding source. As a result of this new plan, the County is establishing an Aging Services department to coordinate the funding, programs and services countywide to meet the needs of our elderly population. Ann Umstead of the Area Agency on Aging, Piedmont Triad'Council of Governments, presented information on the Home and Community Care Block Grant Funding Plan for 199.2-93. Chairman Frye asked for questions or comments. No one spoke. Proposed 1992-93 Budget Chairman Frye explained that the proposed budget has increased over last year primarily because of new state and federal mandates with no accompanying funding and because of debt service on school bonds. He noted that property tax revenues account for only about 45% of the total budget, while about 30% comes from sales tax, and 25% from fees and pass-through funds. He opened the floor for comments. David Smith asked that $10,000 for the Randolph Arts Guild be reinstated in the budget. He -highlighted programs and services provided by the Arts Guild and noted funding levels by various counties in the state. Louise Galloway, Mental Health Director, spoke in support of the Arts Guild request, stating that they have worked with many Mental Health clients. Adjournment On motion of Davidson, seconded by Langley, the Board adjourned. f
