June 8, 1992 Minutes
. The Randolph County Board of Commissioners met in special session at 6:30
p.m. on June 8, 1992 in the Commissioners' Meeting Room, County Office Building,
707 McDowell Road, Asheboro, NC. Commissioners Frye, Davidson, Langley, and
Comer were present. Commissioner Petty was absent. Department budget
presentations were made.
Award Bid for Roofing of Old Courier Tribune Building
Lee Groce, Maintenance Supervisor, presented bids received for re -roofing
the old Courier Tribune Building. Bids received were as follows:
Haithcock/Allred Roofers $11,660 (late bid)
Folger Carter Roofer 11,421
McRae Roofing, Inc. 16,000
Maness Roofing 19,953
Mr. Groce stated that the low bidder meets specifications and recommended that
the bid be awarded to them.
On motion of Davidson, seconded by Comer, the Board awarded the bid to
Folger Carter Roofer, the low bidder.
Maintenance
Lee Groce, Maintenance Supervisor, said his budget is down $35,000; $14,000
of this is in reduced utilities.
Cooperative Extension
Harvey Fouts, Extension Chairman, noted that his budget is up 1.5% over
last year and up only 7.5% over the last 5 years.
Soil & Water Conservation
No one from this department was present. Mr. Willis noted that this budget
is almost identical to last year's.
Elections
Maria Bliss, Elections Supervisor, discussed upcoming work, including
changing everyone's address to comply with the new permanent address system and
preparing for a presidential election. She stated that the voting equipment
recently demonstrated to the Commissioners would be tested this November in
Trinity East, Lindley Park and Liberty. She said the cost to purchase 20
replacement voting machines could be taken out of her budget because they will
not buy any if the new test equipment works out.
Library
Richard Wells, Library Director, complimented the Maintenance personnel for
their excellent help in getting the library cleaned up. Mr. Wells stated that
he wants to restore the image of the library with the practice of good business
management. His plans include modernizing operations to meet North Carolina
standards and expanding hours at the libraries. He has eliminated 2 positions
and Asheboro has increased their funding; therefore, the overall budget is down
$52,000.
Sheriff & Jail
Sheriff Litchard Hurley discussed in detail his requested positions which
were not included in the proposed budget. These included an off -duty -employment
coordinator, jailer, secretary, detective, house arrest officer, vice/narcotics
supervisor, bailiff, and break-in task force.
Tax & Reappraisal
Billy Chilton, Tax Assessor, explained a new state -mandated method of
collecting taxes on motor vehicles, which will require extra positions and pc
computer equipment. He discussed other requested positions and explained
additional expenses in the budget. Mr. -Chilton said that extra computer
capacity is needed before revaluation can,be done in-house. The reappraisal
budget has been reduced by one appraiser and the process is falling into place
for future revaluations to be done on a shorter cycle.
Register of Deeds
Ann Shaw, Register of Deeds, could not be present but she sent a letter for
distribution stating that she has no problems with the recommended budget.

There were no changes to this budget.
Governing Body
There were no changes to this budget.

On motion of Davidson, seconded by Langley, the Board adjourned.
