February 27, 1992 Minutes
The Randolph County Board of Commissioners met in special session at 6:30
p.m. on February 27, 1992 in the Commissioners' Meeting Room, County Office
Building, 707 McDowell Road, Asheboro, NC. Commissioners Frye, Davidson,
Langley, Petty and Comer were present. The purpose of this meeting was 1) bid
award for radio equipment upgrade for Sheriff's Department and 2) solid waste
management strategies for recycling and for financing a lined landfill.
Bid Award - Sheriff's Radio Equipment
County Manager Frank Willis advised the Board that sealed bids were received
as follows for providing equipment for improvements to the Sheriff's Department
radio system:
Commonwealth Radio Services, Inc. No Bid
Motorola, Inc. $62,245
RCS Mobile $43,990
Teletec Corporation No Bid
Mr. Willis noted that funds for this project were budgeted in the Emergency
Telephone System Fund.
On motion of Petty, seconded by Langley, the Board awarded the bid to the
low bidder, RCS Mobile.
Recycling Strategies for Reducing Waste Stream by 25Z
George McArthur, Public Works Director, discussed recycling, new regulations
for white goods with refrigerants, and a recent study that analyzed municipal
waste coming into the landfill. This study showed that much more waste is
commercial than residential.
Ellen Bailey, Recycling Coordinator, discussed different recycling methods,
the County's approach to developing a recycling program, expansion of the
drop-off site program, recyclifig`'center improvements, recyclable markets,
business and industry recycling, and the recycling education program.
J. D. Smith, Solid Waste Specialist, discussed the roadside dumping clean-up
program, dumpster fees, and yard waste. He reported a $75,336 annual deficit for
the operation of the three dumpster sites. He presented solutions which included
both increased fees and reduced hours at all sites. He also reported that as of
January, 1993, no yard waste will be allowed in the landfill, and he discussed
composting of these materials.
George McArthur stated that with very efficient operation of the permitted
landfill site and with successful recycling, we should be able to use the current
site for four more years. During this time period, however, the County needs to
raise $2,500,000 for a new lined landfill. By 1998, all landfills must be lined.
Mr. McArthur then outlined his ten-year plan for waste reduction and for
diversion and recycling activities.
Mary Joan Pugh, Chairman of the Solid Waste Advisory Committee, said that
the committee is now placing emphasis on finding incentives for business and
industry to divert and recycle waste.
Mr. McArthur requested that Commissioners increase fees at dumpsters to make
them self-sufficient and to reduce mulch fees from $4 to $1 per cubic yard.
On motion of Davidson, seconded by Petty, the Board reduced the mulch price
to $1 per cubic yard. They delayed action on dumpster fees and they instructed
Mr. McArthur to write to the state to get an official ruling on whether a liner
will be required for•Randolph County's permitted landfill space.
Craig Hodgin, owner of The Plastic Mill in Franklinville, opposed an
increase in tipping fees. He,requested that.recyclers be given a discount on
tipping fees.
Joe Trogdon, Mayor of Asheboro, asked if it would be helpful if several
elected officials wrote to the state concerning a liner. Mr. McArthur indicated
that this would be appropriate action.
Executive Session - Personnel
On motion of Davidson, seconded by Langley, the Board voted to go into
executive session to discuss a personnel matter. They returned to regular
session at 9:10 p.m.
