030783MINUTES RANDOLPH COUNTY BOARD OF COMMISSIONERS March 7, 1983 The Randolph County Board of Commissioners met in regular session at 9:00 a.m. on Monday, March 7, 1983, in the Commissioners' Meeting Room, Administration Building, 145 Worth Street, Asheboro, North Carolina. The following members were present for the meeting: Bill Boyd, Chairman, Richard Pugh, Richard Petty, Darrell Frye, and Floyd Langley. The meeting was called to order by Chairman Bill Boyd. Invocation was given by Rev. Austin Frye of Mountain View Methodist Church. On motion of Darrell Frye, seconded by Richard Pugh, the minutes of the February 7 meeting were approved with the following correction: Page 3, paragraph 1 - Change Darrell Frye's name to Floyd Langley As a point of clarification, Darrell Frye asked about the wording of paragraph 5, Page 3. It is the intent of the Commissioners that Mr. Moore and his committee submit plans for a booth for the Commissioners' approval before they can go into the courtrooms; they have not yet been given approval to begin construction in the courtroom. Chairman Bill Boyd announced that discussion on a proposed site for the Willie M. program had been removed from the agenda, but he invited discussion on the program in general. Katy Vuncannon, Area Director of Mental Health, was present to answer questions about the program. Richard Pugh asked what exactly the State is requiring the County to do. Ms. Vuncannon read the specifics of the mandate and noted that the key phrase is "appropriate treatment." Darrell Frye asked if the program would become a catch-all for placement of problem children. Ms. Vuncannon stated that this could not happen because by nature of the definition of a Willie M. child, those who need institutionalization do not qualify for the program. She added that each child nominated for the Willie M. program goes through extensive screening before being admitted to the program. Richard Pugh asked if a foster home would not be better for these children than a group home. Ms. Vuncannon stated that ideally a foster home is better; however, love is not enough; many foster parents do not have the training or skills to handle Willie M. children. Bill Houston, a citizen of Cedar Falls, spoke, saying that he has a foster daughter from a group home program in Pennsylvania, where he had worked with this program as a house parent. He spoke in support of Randolph County's developing and handling this program here to prevent the State from having control and working through a private agency. Beulah Tote of the Mental Health Association spoke in favor of the program and stated that that John Ferree, Director of the Mental Health Association, supports the program. On motion of Floyd Langley, seconded by Darrell Frye, the Board of Commissioners agreed to meet in special session March 14, 1983 at 9:00 a.m. for the purpose of discussing a specific site for the Willie M..group home. On motion of Richard Petty, seconded by Floyd Langley, the Board of Commissioners unanimously voted to hold a public auction on April 2, 1983 to sell surplus County property. A copy of this resolution is included by reference. C On motion of Richard Pugh seconded by Darrell Frye, the Board agreed to hold their April meeting on Wednesday, April 6. Minutes Randolph County Board of Commissioners March 7, 1983 Page 2 Bob Crumley reported that he had received bids for replacing windows and for installing suspension ceilings in the basement of the Administration Building. On motion of Richard Petty, seconded by Floyd Langley, the Board unanimously accepted the low bid from James Brower for $7650 for replacing windows. On motion of Richard Pugh, seconded by Floyd Langley, the Board unanimously accepted the low bid of $1492 from Summey Home Repair for the installation of suspension ceilings. On motion of Richard Petty, seconded by Darrell Frye, the Board unanimously agreed to an add-on request to the painting contract from Woodell Paint &Drywall to paint the basement of the Administration Building for $1850. Bob Crumley related to the Commissioners that his office had been receiving calls from citizens asking about the possibility of a county 'leash law and that he had investigated ordinances relating to leash laws in several surrounding counties. Sherry Opheim of Trinity spoke to the Commissioners, stating that in her neighbor- hood dogs (with owners) are a real problem. She has to pay extra for having her garbage collected from her garage because the dogs continually get into garbage on the street. She also stated that her daughter had been attacked by a neighbor's dog and that she cannot jog because of the dogs. Darrell Frye recommended to Mrs. Opheim that she contact her neighborhood association and work through them to solve the problem. Bob Crumley reported that the Randolph County Jail had just been inspected by the State and that most areas were in compliance. A copy of this inspection is included by reference. On motion of Richard Petty, seconded by Darrell Frye, the Board of Commissioners unanimously approved a proclamation declaring March as Women's Aid Awareness Month in Randolph County. A copy of this proclamation is included by reference. On motion of Floyd Langley, seconded by Richard Pugh, the Board of Commissioners unanimously approved a proclamation declaring March 13-19, 1983, as Older Worker Week in Randolph County. A copy of this proclamation is included by reference. On motion of Richard Petty, seconded by Darrell Frye, the:Board of Commissioners unanimously approved the appointment of Larry Darr and Bernard Weant to the Archdale Planning Board and Vernell Gibson to the Archdale Board of Adjustment. In his Manager's update, Bob Crumley reported that the painting in the Courthouse is complete. He also noted that the State continues to take the battery disposal problem under advisement. The County is segregating batteries by type and is segregating batteries from other waste. Concerning the Archdale Building, Mr. Crumley reported that the Archdale City Council approved the lease, with one signifi- cant change. The proposal did not state the length of time either party would be given to terminate the lease, so the City stipulated that six months notice would be given to terminate the contract. On motion of Darrell Frye, seconded by Floyd Langley, the Commissioners unanimously voted to enter into a contract with the City of Archdale for leasing the Archdale Building. A copy of this budget amendment is included by reference. Frank Willis, Finance Officer, reported on bids submitted for a station wagon and two cars for the Mental Health Center. On motion of Darrell Frye, seconded by Richard Pugh, the Board of Commissioners unanimously approved and accepted the low bid of $9,600.83 from Freeman Ford for the station wagon and the bid of $16,035.54 from Nance Chevrolet for the two cars and agreed to waive the performance bond for all of these vehicles. Bob Crumley and Bill Boyd reported on the NACo Legislative Goals Conference they recently attended and presented to the Commissioners some legislative alerts from that meeting, bringing special attention to the one on general revenue sharing. Bob Crumley asked that any Commissioners planning to attend the NACQ Conference in July let him know as soon as possible so that he could begin to make reservations. On motion of Richard Pugh, seconded by Richard Petty, the Board of Commissioners at 10:50 a.m, unanimously voted to go into executive session for a personnel matter after a 5 -minute break. Regular session reconvened at 1:30 p.m. Chairman Bill Boyd asked if any Commissioner wished to make a motion concerning a change on the personnel action of last month's board. No one.spoke. Mr. Boyd stated that the decision would stand as it was in support of the Board of Health, the County Manager, and the Medical Rescue Supervisor. On motion of Floyd Langley, seconded by Darrell Frye, the Board of Commissioners unanimously voted to adjourn.
