C. 27203 Revenue Sharing Budget Hearing Minutes June 20, 1983 - 9:00 a.m. As required by law, the Randolph County Board of Commissioners conducted a Public Hearing on the proposed budget for 1983-84 fiscal year. The Public Daring was held Monday, June 20, 1983 at 9:00 a.m. in the Commissioners' Meeting Room, Randolph County Courthouse, Asheboro, North Carolina. Citizens attending the Hearing had the right to provide written and oral comments and to ask questions regarding the entire budget and the relationship of Federal Revenue Sharing Funds to the entire budget. The Public Hearing was conducted by Mr. William T. Boyd, Chairman of the Randolph County Board of Commissioners, with the following Commissioners present: Richard Pugh, Richard Petty, Darrell Frye, Floyd Langley. Total attendance for the Public Hearing was approximately 22 people. Don Osborne, Chairman of the Randolph County Board of Education, and Dr. George Fleetwood, Superintendent of the Randolph County School System, made an appeal for more money for the County School System. Special emphasis was placed on the need for addi- tional capital outlay funds. Lee Phoenix, Superintendent of the Asheboro City School System, requested more funds for capital outlay. Mr. Phoenix was introduced by Lee Stone, Chairman of the Asheboro School Board. An appeal for more funds was made on behalf of the Senior Adults Association by Joyce Ward, Elmer Warner, and Paul Bell. Earl Greene from Seagrove Township spoke against the proposed tax increase. Mr. Greene presented opposition to the extra positions in the Emergency Services budget. George Jones discussed the proposed classification study and raised questions concerning a 7� tax increase at one time instead of over a period of budget years. Johnny Lewis, member of the Randolph County School Board from the Archdale -Trinity area, praised o e Commissioners for being willing to raise taxes this year to fund needed services in Randolph County. The Public Hearing was adjourned at 10:55 a.m. Annie Shaw, Clerk to the` Randolph County Board of Commissioners MINUTES RANDOLPH COUNTY BOARD OF COMMISSIONERS June 20, 1983 The Randolph County Board of Commissioners met in special session to discuss the 1983-84 budget on June 20, 1983 at 11:00 a.m. in Courtroom B, Randolph County Courthouse, Asheboro, NC. Present were Chairman Bill Boyd, Richard Pugh, Richard Petty, Darrell Frye, and Floyd Langley. This meeting was held immediately after adjourning a Public Hearing on the 1983-84 budget. Upon motion of Bill Boyd, seconded by Richard Pugh, the Commis- sioners unanimously agreed that for the purposes of penciling in changes in the proposed 1983-84 budget, they would do so by consensus rather than by formal motions. The Commissioners approved three deputy positions and two jailor positions in the Sheriff's budget and increased the capital outlay for the city and county schools to the amount they had requested. This adjustment totaled $67,385 for the five positions in the Sheriff's Department (cost of uniforms and fringe benefits figured in) and $140,280 for capital outlay. Bob Crumley reported that bids for the Goodyear project are running lower than had been anticipated and that he would feel comfortable in reducing the $319,000 budgeted for this project to $300,000. The Commissioners approved this change. The Transportation Coordinator requested $6,200, which the Commissioners approved. The Commissioners decided to allocate $12,500 to the Senior Adults Association. The Commissioners held a lengthy discussion on whether the County should include Mental Health in the implementation of the classification study and in the. 5% across-the-board raise. No decision was reached. The Commissioners ended the budget discussion and moved to other matters. Frank Willis presented bids for a Mental Health van. On motion of Floyd Langley, seconded by Darrell Frye, the Commissioners unanimously accepted the low bid of $12,453.77 from Horace G. Ilderton, Inc. and waived the performance bond. 6i8 e. Bob Crumley announced that the Town of Ramseur has requested the Commissioners to authorize the County building inspectors to perform inspec- tions within the town limits of Ramseur. Ramseur is presently without an inspector, and these requested services are on a temporary basis only until they can hire a qualified inspector. On motion of Richard Petty, seconded by Darrell Frye, the Commissioners unanimously voted to allow the County inspec- tors to perform inspections in Ramseur on a 90 -day basis as an emergency ser- vice. Mr. Crumley explained that fees charged as compensation to the County would be the same as that charged to county residents for building permits. Richard Pugh informed the Board that Randleman and Archdale have discontinued having a dispatcher at night and have asked the Sheriff's Depart- Minutes, County Commissioners June, 20.., 1983 Page 2 gate the possibility of requiring some compensation from Randleman and Archdale for the salary of the County's night dispatcher. On motion of Richard Pugh, seconded by Richard Petty, the Commis- sioners voted to adjourn this meeting and to meet again at 7:00 p.m.on Thurs- day, June 23.
