MINUTES
June 21, 1989
The Randolph County Board of Commissioners met in special session at 7 p.m.
on June 21, 1989 in Courtroom B, County Courthouse, Asheboro, NC, to work on the
89-90 proposed budget. Commissioners Frye, Langley, Davidson, Petty and Comer
were present.
Road Names
Hal Johnson read the list of road names recommended as a result of the
public hearing the night before. The Board discussed each recommendation.
On motion of Langley, seconded by Davidson, the Board approved the master
list of the Randolph County public road names that was duly advertised and
presented tonight, with the following changes:

The motion authorized the Planning Director to forward this master list to the
N.C. Department of Transportation for the subsequent approval and purchase of
the approved road name signs.
Fairgrove Fire District Tax Rate
Ronnie Sink, secretary of the Fairgrove Fire District Board of Directors,
told Commissioners they need an increase in the tax rate for Randolph County to
help pay for a new building. He said they did not ask for an increase in
Davidson County because of revaluation there.
Neil Allen informed the Board that a tax rate of 4� (a 1� increase) would
fund Fairgrove's budget request at about the same percentage as other fire
districts in the county.
On motion of Langley, seconded by Davidson, the Board approved a tax rate
of 4( for Fairgrove Fire District.
1989-90 Budget
The Board discussed the proposed 1989-90 budget. Mr. Willis noted the
following increases in revenues beyond the total in the proposed budget: $8,783
for Archdale tax collection fees; $34,032 increase in sales tax; and $28,695
increase in service revenues. He also noted the following reductions in
expenses: $24,000 for Register of Deeds capital outlay and $24,810 for dumpster
work done in June but that was budgeted for July (89-90 budget). One additional
expense added to the budget was $10,240 to operate the dumpster site at the
landfill. This expense was inadvertently left out of the budget.
Langley
Commissioner/made a motion not to fund Eastside Improvement Association or
Randolph Arts Guild. This motion died for lack of a second.
On motion of Davidson, seconded by Langley, the Board voted to increase the
county and city schools current expense by $100,000 ($79,550 for county; $20,450
for city).
On motion of Davidson, seconded by Comer, the Board allocated a community
health assistant position to the Health Department and instructed the Health
Director to fund the position from lapsed salaries from 4 nursing vacancies.
On motion of Frye, seconded by Davidson, the Board voted to increase the
salary of all Commissioners except for the Chairman by $150 per month.
On motion of. Langley, seconded by Davidson, the Board voted to leave the
Chairman's compensation at $600 per month, but to allow actual mileage expense
reimbursement at the IRS -approved rate, same as for other County employees.
On motion of Petty, seconded by Comer, the Board adopted the 1989-90 budget
