The Randolph County Board of Commissioners met in special session at 8:00
p.m. on May 14, 1990, to consider a new computer system for the County.
Commissioners Frye, Langley, Davidson, Petty and Comer were present.
Annette Lineberry, Data Processing Director, explained the problems
encountered with the County's current computer system, including the fact that
the system has reached its storage capacity. She discussed her proposed solution
to the problem, which involves purchase of a UNIX operations system, Aerolift
software for the administrative package, ESRI software for the mapping package,
and CLT software for the appraisal package, all to run and interface on IBM
computers. Ms. Lineberry informed the Board that she had asked Dixon, Odom &
Co., a firm offering government financial management services, to review the
County's options and to provide an objective opinion of her proposal.
Mr. Ron Cox of Dixon, Odom & Co. advised the Board that after studying the
issue he feels that Ms. Lineberry's proposal is a reasonable and cost-effective
solution to the County's computer problems. He stated that he would help put
together requests for proposals since computer replacement must be done through a
formal bid process.
Ms. Lineberry discussed a five-year lease -purchase option with IBM
computers, which would require a commitment in the 1990-91 budget of $53,564 more
than what would be budgeted for maintenance costs for the current system.
On motion of Davidson, seconded by Petty, the Board authorized Ms. Lineberry
to proceed with formal bids for the proposed computer equipment and committed to
an allocation of the additional $53,564 in the 1990-91 budget.
On motion of Davidson, seconded by Comer, the Board adjourned.
