042390RANDOLPH COUNTY BOARD OF COMMISSIONERS APRIL 23, 1990 MINUTES The Randolph County Board of Commissioners met in special session at 6:00 p.m. on April 23, 1990, in the Commissioners Meeting Room, Randolph County Office Building, Asheboro, NC. Commissioners Frye, Davidson, Petty and Comer were present. Commissioner Langley was absent. Fire Communications Jim Smith, President of Randolph County Fire Protective Association, presented a proposal for countywide fire communications among all fire departments. He said that currently some departments are on high band frequency and some are on low band. Also there are dead spots in the county where it is difficult to transmit and receive. Marvin Hoffman, communications consultant, explained to the Board the equipment that is being requested for countywide communications. All fire departments will use a high band multi -channel system which can block out other counties' traffic. Mr. Smith requested that the County purchase the central equipment (repeater and four receivers), which would cost $42,000. The total cost of the system is $250,000, but the fire departments will purchase the field equipment. E-911 Neil Allen presented information on what would be involved in providing an "Enhanced 911" emergency telephone system for all the citizens of Randolph County. He said that Senate Bill 509 allows counties to place a surcharge on all telephone customers' monthly telephone bills to help pay for the expense of developing and maintaining a 911 system. He said that implementing a 911 system would require extensive technical knowledge and planning. He asked that the Board approve a new position of 911 Coordinator for a period of five months so that we can hire someone with the technical expertise to analyze what equipment we would need, how much it would cost, how central communications should be organized, etc. At the end of the five months, the 911 Coordinator could make a presentation to the Board so that they could decide if the County wants to implement a 911 system. If the County decides to implement 911, this position would become permanent; if not, the position would be eliminated. On motion of Davidson, seconded by Petty, the Board instructed the County Manager to include $57,000 in the 1990-91 budget for fire communication equipment and a 911 coordinator. Pre -Trial Release Program Judge Toomes advised the Board that the Administrative Office of the Courts has indicated that electronic monitoring equipment for house arrest cannot be pur- chased with Court Facility Fees. He said he had revised his proposal for a pre-trial house arrest program to include some post -conviction inmates because we could collect a higher fee from the post -conviction participants and help offset the cost of the program. He stated that electronic monitoring equipment can be lease -purchased over a three-year period at a cost of $3 per day per unit. On motion of Petty, seconded by Comer, the Board authorized the County Manager to take bids on electronic monitoring equipment, with the contract to be awarded Commissioners 4/23/90 Minutes Page 2 at the May 7, 1990 meeting. Ambulance for Randleman Fred deFriess, Operations Supervisor for Emergency Services, presented call volume information for 1988 to show a comparison of percentage of calls to Randleman as opposed to areas of the county. Liberty received 7.4%; Ramseur received 9.5%; Randleman received 11.7%; Archdale received 16.3%; and Asheboro received 55.1%. He said that implementing an ambulance base in Randleman would require $146,348 in salaries; $12,000 for radio equipment; $9,000 for a life pack monitor and defibrillator; $6,000 for medical equipment; $4,000 for uniforms and protective equipment; and $4,600 for equipment for the base. Currently there is no place to park an ambulance inside in Randleman. Elizabeth Swaim, Mayor of Randleman, requested that an ambulance be placed in Randleman. She said that Randleman has a higher call volume than Ramseur or Liberty, both of which have had ambulance bases for years. Reappraisal Billy Chilton, Tax Supervisor, informed the Board that 50,000 pages of data have been entered since the 1985 appraisal; property mapping is now completed; all information dealing with values is now in the system; sales files are being developed for neighborhood values and for land values; and we have a trained staff of three appraisers. He said that for the 1993 appraisal we will need to hire another appraiser to appraise new construction and contract with an indepen- dent firm to appraise commercial property. The remaining work can be done by existing employees. Mr. Chilton said he recommends contracting with Elliott -Ross & Associates of Gastonia. New Computer System Annette Lineberry, Data Processing Director, gave a presentation on current and projected applications on the County's computer system. The system was purchased in 1980; upgraded in 1984; and the company stopped making this computer in 1987. This means it is difficult to get parts and maintenance is becoming increasingly expensive. Ms. Lineberry said that total disc space available is 760 MB, and disc space needed in 1990 is 1480 MB, with a projected requirement of 3000 MB for the year 1993. She stated that she could have cost figures and options ready to present at the May 7 meeting. Hazardous Waste Site Designation Review Committee Hal Johnson, Planning & Zoning Director, advised the Board that Randolph County has three sites still being considered for a hazardous waste site by the State of North Carolina. If we are one of the two final counties being considered, we can utilize a review committee to show reason why any prospective Randolph County sites should not be selected. On motion of Davidson, seconded by Comer, the Board appointed Ben Albright as chairman and Hal Johnson, George McArthur, and Neil Allen as members of this review committee. Other members will be appointed at the May 7 meeting. Proclamation - Shrine Hospital Weekend On motion of Petty, seconded by Comer, the Board adopted a proclamation declar- ing May 5 and 6 as Shrine Hospital Weekend in Randolph County.
