February 21, 1991 Minutes
The Randolph County Board of Commissioners met in special session at 7:00
p.m. on February 21, 1991 in the Commissioners Meeting Room, Randolph County
Office Building, 707 McDowell Road, Asheboro, NC. Commissioners Frye, Davidson,
Langley and Comer were present. Commissioner Petty was absent. The purpose of
the meeting was to consider the Seagrove-Ulah Metropolitan Water District request
and to consider the final report of Carter Goble on the law enforcement center.
Seagrove-Ulah Metropolitan Water District Request
Mike Walker of the Seagrove -Utah Metropolitan Water District Board requested
$250,000 contribution from the County and a loan of $43,000 loan to help pay for
their proposed Phase I water line project. He said that the loan would be repaid
from tap -on fees.
Commissioner Comer made a motion to approve the $293,000 request, contingent
upon their receiving the state grant they are applying for, and to fund the
request from next year's Randleman Lake appropriation. This motion died for lack
of a second.
On motion of Davidson, seconded by Langley, the Board voted to fund $207,000
to the Water District, contingent upon their receiving the state grant, and to
loan them $43,000, with funding to come from next year's Randleman Lake
appropriation.
Final Report from Carter Goble on Law Enforcement Center
Bob Goble of Carter Goble clarified a point in the final report, saying that
only 2 of the female cells should be doubled bunked, not all of them. He also
said that schedules shown in the report assume that design begins by March 1,
1991.
Chairman Frye asked Mr. Goble to elaborate on the multi-purpose room proposed
in the program and on what could be done to bring the projected cost down below
$10,000,000. Mr. Goble said that the 3600 square -foot multi-purpose room is
designed to accommodate large staff meetings, staff training, visitation overflow,
recreation for inmates during bad weather, etc. He told the Board that he
recommends nothing be cut from the program in order not to jeopardize the safety
and security of the facility. Mr. Goble noted that after the Board adopts this
program of work, the architect can get better cost estimates, which could possibly
be lower than Carter Goble estimates. He said that the Board would have the
opportunity to review the program after the architect's schematics are drawn, and
they they will receive progress reports during the schematic phase.
Sheriff Litchard Hurley urged Commissioners not to cut anything from the
proposed program. He cautioned against deleting the work release dorm, stating
that judges can order sheriffs to provide work release programs.
County Manager Frank Willis noted that after adoption of this program of
work, the next step is for Patton, Boggs & Blow to finish all the contracts
involved.
On motion of Davidson, seconded by Langley, the Board adopted Carter Goble's

architectural and operational program for the Randolph County Law Enforcement
Center and authorized O'Brien/Atkins Architects to design the facility.
