050291RANDOLPH COUNTY BOARD OF COMMISSIONERS May 2, 1991 The Randolph County Board of Commissioners met in special session at 7:00 p.m. on May 2, 1991, to hold a public hearing on expansion of certain fire districts from 4 to 5 miles. Commissioners Frye, Davidson, Langley and Comer were present. Commissioner Petty was absent. Chairman Frye declared the public hearing to be in session. Neil Allen stated that the Board could, after public hearing, adopt a resolution to increase the fire tax area for fire districts from 4 to 5 road miles from the fire station. Fourteen of the 19 volunteer fire departments have requested this expansion. Mr. Allen stated that lie had met all legal requirements for this process, which included notifying by mail all property owners in the fifth mile that a public hearing would be held, advertising the public hearing in a newspaper of general circulation, and making a report, including maps of the affected areas, available for public inspection in the Clerk to the Board's office. Mr. Allen presented to the Clerk an affidavit certifying that all requirements had been met. Farmer (319 property owners affected Walter Gordon, Route 5, Box 201, Farmer, stated that he is willing to share the responsibility for fire protection and that the firemen need all the help they can get. Richard Delk stated that his property is 6.8 miles from the fire station. Neil Allen asked Mr. Delk to see him after the meeting concerning this matter. Maxton McDowell, Route 3, Asheboro, said he lives in the current fire tax district and also has property being affected in the 5th mile. He stated that he supports taxing the 5th mile. He also said he thinks each fire district should be required to have an annual audit. Chairman Frye explained that each fire department submits a proposed budget and tax rate to the County's Emergency Services office each year and that the County Commissioners make the final decision on fire tax rates, which vary from one district to another. Hal Luther asked who has the right to change boundary lines, stating that he used to be in the Farmer Fire District but is now in Southwest. Guil-Rand (327 property owners affected) No one spoke. Seagrove (172 property owners affected No one spoke. Southwest (69 property owners affected Dorothy Millikan stated that her property is 6.7 miles from the fire station and that she shouldn't be included in the fifth mile. Tabernacle (333 property owners affected Linda Hill, Route 1, Box 22, Trinity, spoke in support of the tax district expansion. Ulah (224 property owners affected) Ann Bolick, Route 8, Asheboro, stated that she had been asked by her neighbors to speak in support of the expansion on their behalf. Westside (398 property owners affected) Kathy Lukins, Route 2, Asheboro, spoke in favor of the tar, expansion. Adjournment On motion of Davidson, seconded by Langley, the Board adjourned.
