061206June 12, 2006 The Randolph County Board of Commissioners met in special budget session at 5:30 p.m. in the Commissioners Meeting Room, County Office Building, 725 McDowell Road, Asheboro, NC. Commissioners Holmes, Frye, Davis, Kemp, and Lanier were present. Budget Presentations Chairman Holmes announced that any department head satisfied with his/her budget could leave. Others were welcome to stay to discuss their budgets as proposed by the County Manager and Assistant County Manager/Finance Officer. Elections Chairman Holmes said that Patsy Foscue, Elections Director, could not attend this meeting; however, she did convey a request for a $10,800 increase to her budget to fund a $25 per month increase in compensation for her board members. Library Suzanne Tate, Library Director, asked the Board to consider allotting a new Librarian III position ($39,724) to help at the reference desk, with technical services and to fill in at town branches as needed. Ms. Tate also mentioned that Internet use at the library is up 18%. Maintenance James Chriscoe, Maintenance Director, requested $18,170 more to turn a part-time maintenance position into a full-time position. He stated that this full-time position would ultimately save the County money by allowing the Maintenance Department to do some work in-house that would otherwise have to be outsourced at a higher cost. Health MiMi Cooper, Public Health Director, requested an additional $25,000 to fund construction of a gravel road into the animal shelter. The new road would begin just past the first gate into the solid waste facility, which would bypass the entire solid waste facility operation, making access to the animal shelter safer and more convenient for citizens and County employees. Aging Services Candie Rudzinski, Randolph County Senior Adults Association Director, said that since she submitted her budget request to the County, she was notified that their Home and Community Care Block Grant was reduced by $7,905, workers compensation rate for van drivers increased by $23,301 and the United Way cut the Senior Adults appropriation by $12,309. She asked the Commissioners for additional funding to help with this shortfall. Iris Bristow, Archdale Senior Center Volunteer, thanked the Commissioners for their support and spoke about the importance of the senior centers. Soil & Water Conservation District Craig Frazier, Soil & Water Conservation District Board Chairman, said that he was happy with his budget. He thanked the Commissioners for their support and mentioned that Soil & Water will be purchasing a hybrid vehicle soon with grant money. Sheriff and Jail Major Allen McNeill, Chief Deputy, Randolph Sheriffs Office, said that he was pleased that the proposed budget contained a 5% increase for all County employees, as well as additional funding for merit increases. However, even with the 5% raise, his deputies would still remain behind counties of comparable size and he anticipates that the problem with losing trained deputies to other higher paying jurisdictions would remain. He urged the Board to consider another 5% increase for sworn officers at the Sheriff s Office. Day Reporting Center Pam Hill, Day Reporting Center Director, asked the Board for a $10,893 loan to continue the Asheboro/Randolph Teen Court Program because State funding for this program is in jeopardy of being eliminated. The requested funding would allow the program to continue for 3 months beyond July 1 until a funding decision is made by the State legislature. Veterans Services Terry Van Vliet, Veterans Services Officer, requested $11,685 to fund a new part-time position to assist with paperwork. She said that she has had to close the Veterans Services office one day a week in order to process paperwork. This new part-time position would allow the office to be open 5 days a week for our veterans. Adiournment There being no further business, the meeting adjourned at 7:30 p.m. J.
