s071006jointmeeting-AsheboroSpecial Called Joint Meeting 3:00 p.m.—July 10, 2006 The Randolph County Board of Commissioners met in a special called joint meeting with the Asheboro City Council at 3:00 p.m. in the Training Room, County Office Building, 725 McDowell Road, Asheboro, NC to discuss matters relating to the location or expansion of business in the area served by the Board, pursuant to NCGS 143-318.1l(a)(4). Commissioners Holmes, Frye, Kemp, Davis and Lanier were present. City Council members present were Linda Carter, Keith Crisco, Nancy Hunter, Archie Priest, Talmadge Baker, David Smith, Walker Moffitt and Mayor David Jarrell. Also present representing the City were City Manager John Ogburn; Holly Hartman, City Clerk; Debbie Juberg, Finance Officer; and City Attorney Jeff Sugg. Also present representing the County were Cheryl Ivey, Clerk to the Board; Interim County Manager Richard Wells; County Attorney Alan Pugh; Associate County Attorney Aimee Scotton; Finance Officer/Assistant County Manager Will Massie and David Townsend, III, County Public Works Director. Representing the Randolph County Economic Development Corporation (EDC) were Bonnie Renfro and Harry Lane. County Commissioner Chairman Holmes called the meeting to order for the County. Mayor Jarrell called meeting to order for the City and voted to go into closed session. On motion of Frye, seconded by Davis, the County Commissioners voted unanimously to go into closed session to discuss matters relating to the location of expansion of business in the area, pursuant to NCGS 143- 318.11(a) (4). The City returned to regular session and voted to set a joint public hearing (date decided later) with the County on the matter. The County returned from closed session and on motion of Frye, seconded by Kemp, the County Commissioners voted unanimously to set a joint public hearing (date decided later) with the City for the consideration of an economic development incentives contract for a company.
