At 5:20 p.m. the Board adjourned to closed session to discuss matters relating to the location or
expansion of business in the area, pursuant to NCGS 143-318.11(a)(4). Commissioners Holmes,
Kemp, Frye, Lanier and Davis were present, as well as County Manager Frank Willis; County
Attorney Alan Pugh; Aimee Scotton, Associate County Attorney; Cheryl Ivey, Deputy Clerk; Alice
Dawson, Clerk to the Board; Bonnie Renfro and Melissa Foust from Randolph County Economic
Development Corporation (EDC).
Bonnie Renfro announced that Moll Industries has stepped in to replace Seagrove Foods as the
industry required by the job requirement terms of the 2002 Community Development Block Grant
(CDBG) to fund state required wastewater treatment upgrades for a sewer treatment plant. Moll will
connect to the public wastewater system via a line being extended to serve Sapona Plastics and will
retain 145 existing employees. Moll has been informed by a key customer that they must have access
to a public wastewater system in order to retain their business. Moll plans to invest up to $1 million in
improvements to their operation.
Ms. Renfro said that the state is allowing us to amend our original grant. She reminded the Board
that a CDBG is a federal grant administered by the state to support economic development through job
creation and retention. They may be used to fund infrastructure such as water and sewer needs. The
grants require a match of $1 for every $3 of federal funding.
She gave the following breakdown on project cost:
State of NC — CDBG $ 750,000
Randolph County $ 136,000
Town Seagrove/Seagrove Ulah Metropolitan Water District $ 25,000
Golden Leaf Grant $ 89,000
Total Project Cost: $1,000,000
