c090605-III Liberty shell-Enviro AirClosed Session III (Environmental Air Systems) — September 6, 2005 At 6:25 p.m. the Board, already in closed session on another matter, began discussion on a different matter relating to the location or expansion of business in the area served by the Board, pursuant to NCGS 143-318.11(a)(4). Commissioners Holmes, Frye, Davis, Kemp and Lanier were present. Also present were Frank Willis, County Manager; County Attorney Alan Pugh; Alice Dawson, Clerk to the Board; Cheryl Ivey, Deputy Clerk to the Board; and Bonnie Renfro from Randolph County Economic Development Corporation (EDC). Bonnie Renfro briefed the Board on a company interested in the Liberty shell building -- Environmental Air Systems (EAS). EAS is a full service provider of large heating and air handling units used primarily in pharmaceutical, hospital and other large industrial facilities. Currently they have operations in Greensboro and High Point. They are seeking a new facility for business expansion while retaining their High Point and Greensboro operations. The new building would house a clean room type environment for assembly of large units. The company wishes to be in the new facility by January 2006. Estimated investment figures are $1 million for equipment and $3.2 million for the building. Twenty to 25 employees would transfer to the new facility and about 100-120 new jobs are projected. EAS is looking at several regional facilities and the decision will be based on the best price per square foot. The company is requesting assistance to provide the best building price as well as other standard assistance such as training and tax credits. Ms. Renfro's preliminary economic incentive grant recommendation is $65,000 each from the County and Liberty and a $42,500 grant from the Randolph County EDC.
