s082205Special Called Joint Meeting Archdale City Council Randolph County Board of Commissioners 5:30 p.m. — August 22, 2005 The Randolph County Board of Commissioners met in a special called joint meeting with the Archdale City Council at 5:30 p.m. at the Archdale Public Library, 10433 S. Main Street Archdale, NC 27263, to discuss matters relating to the location or expansion of business in the area served by the Boards, pursuant to NCGS 143-318.11(a)(4). Commissioners Holmes, Kemp, Davis, Frye and Lanier were present. City Council members present were Lewis Dorsett, Roger Hill, Larry Warlick, Roger Blackwell, Eddie Causey, Robert (Trey) Gray and Mayor Bert Lance Stone. Also present representing the City were City Manager Gary Parker and Patsy Dougherty, City Clerk. Also present representing the County were Cheryl Ivey, Deputy Clerk to the Board; County Manager Frank Willis; and Associate County Attorney Aimee Scotton. Representing the Randolph County Economic Development Corporation (EDC) was Melissa Foust. Mayor Stone called the meeting to order for the City. Commissioner Chairman Holmes called the meeting to order for the County and said that the purpose of the joint meeting was to hold a joint public hearing on an economic development incentives package for Hubbell Industrial Controls, Inc.. Chairman Holmes opened the public hearing on behalf of the County. Mayor Stone opened the public hearing on behalf of the City. Melissa Foust said that Hubbell is a leading manufacturer of controls for overhead cranes, material handling, radio and communication equipment, and fire pumps, as well as transfer switches and control accessories. She introduced Dave King and Gene Cook from Hubbell. Ms. Foust said that Hubbell Inc. has chosen their Archdale site for expansion plans to purchase 2 new product lines and construction of an additional 5,000 sq. ft. high powered test lab to be used for development work on new product and sustaining existing product. She said that the requested incentives will be used to offset the facility improvements necessary for implementation of the new lines. The following is a summary of the project: New Investment: $4,910,591 Current Jobs: 91 New Jobs: 150 (119 immediately with remaining filled over 12-24 months) Ms. Foust presented a performance-based incentives package over a 5 -year period for the Boards' consideration. The funding will be paid in no less than 5 annual installments contingent on the company's satisfaction of specific performance requirements for investment and job creation and retention. The requirements will be formalized in an economic incentives agreement which will also include, among other things, the company receiving a certificate of occupancy from the City of Archdale. Also, the company must deliver to the County and the City written certification that the actual new value of investments in real and personal property of the project equals or exceeds the sum of $4,910,591 and evidence of the creation of a minimum of 150 new permanent jobs. Ms. Foust said that a One NC Fund grant for $150,000 has already been approved. This grant requires a 100% match: City of Archdale--$ 52,500 and Randolph County --$97,500. Mayor Stone invited questions and comments from the public on behalf of the City and the County. Beverly Nelson, President of the Archdale -Trinity Chamber of Commerce, said that Hubbell is a member of their chamber. She said that the Chamber was pleased about Hubbell's exporting policy and the fact that this expansion includes new jobs for the area. Commissioner Lanier asked about the average wage for the new jobs. Ms. Foust said that the average wage of new positions would be $579/week plus benefits. Councilman Dorsett spoke in support of Hubbell's plans for new jobs. Councilman Blackwell asked if the expansion would interfere with current street work. Ms. Foust said that it would not; they plan to use existing infrastructure. Mayor Stone closed the public hearing for the City. Chairman Holmes closed the public hearing for the County. The City voted to enter into an economic incentives contract with Hubbell, Inc. On motion of Frye, seconded by Lanier, the County voted unanimously to enter into an economic development incentives contract with Hubbell, Inc., with the County's payout of $97,500 over a 5 -year period.
