061499June 14, 1999 The Randolph County Board of Commissioners met in special budget session at 6:00 p.m. in the Commissioners Meeting Room, County Office Building, 725 McDowell Road, Asheboro, NC. Commissioners Frye, Kemp, Holmes, Davis, and Mason were present. Maintenance Bill McDaniel, Maintenance Supervisor, explained that increases in his budget are to replace the roof and HVAC system at the Health Department Building, to replace the roof and floor at the McDowell Center ambulance building, and to paint and repair the old Administration Building at the Courthouse. He said he plans to contract out all the mowing except at the Courthouse (because of the construction activity there). Elections Frank Willis, County Manager, explained that the increase in the precinct officials expense is because there will be more elections to cover in the next budget year. Library Richard Wells, Library Director, stated that usage of the library system continues to grow. Total door count has increased from 425,000 last year to 629,000 this year. He said that the General Assembly has cut $2 million from State Aid to Libraries. This is a loss of $25,000 for Randolph County. He asked the Commissioners to speak to legislators about restoring these funds. Register of Deeds Ann Shaw explained that the new position she has requested would handle all the technology in her office and would also be available to help out in other County departments in the Courthouse area. Tax Ben Chavis, Tax Assessor, discussed new legislation introduced which may allow taxes to be paid by credit card. The meeting adjourned at 6:35 p.m. Darrell L. Frye, Chairman J.
