At 6:18 p.m. the Board adjourned to closed session to discuss matters relating to the location
or expansion of business in the area served by the Board, pursuant to NCGS 143-318.11(a)(4).
Commissioners Kemp, Frye, Davis, Holmes, and Mason were present. Also present were Frank
Willis, County Manager; Alice Dawson, Clerk to the Board; Alan Pugh, County Attorney; Aimee
Scotton, Staff Attorney; and Bonnie Renfro, President of Randolph County Economic Development
Corporation.
Ms. Renfro reported on a prospective tenant for one of the tracts of the EDC property outside
of Liberty. JenCourt makes latex base membrane roof material; their presence would enhance the
development of the industrial park there. Ms. Renfro said there is fierce competition for this company
and she needed to know if the County Commissioners wanted her to negotiate with the company.
The Board discussed this matter and instructed Ms. Renfro to attempt to negotiate with
JenCourt, subject to a commitment from the Town of Liberty to participate in this project.
The Board returned to regular session at 6:38 p.m.
