C050498Closed Session - May 4, 1998 At 4:10 p.m. the Board went into closed session to discuss matters relating to the location or expansion of business in the area served by the Board, pursuant to NCGS 143-318.11(a)(4). Commissioners Frye, Davis, Holmes, Kemp, and Mason were present. Also present were Frank Willis, County Manager; Alice Dawson, Clerk to the Board; Alan Pugh, County Attorney; Walter Sprouse, Randolph County Economic Development Corporation; and Hampton Spivey, Mayor of Ramseur. Mr. Spivey requested that the Board loan to the Town of Ramseur $90,000 for water and sewer extension to an industry. He said this extension would open up that area to other development as well. Chairman Frye asked Mr. Spivey what terms of payback Ramseur would ask for. He also noted that a payback plan has not yet been put in place for the $250,000 the County loaned Ramseur earlier for a CDBG project. Mr. Willis stated that staff attorney Aimee Scotton is working on an interlocal agreement with Ramseur for the $250,000. After Board discussion, Chairman Frye instructed Mr. Spivey to work out a more detailed proposal, including payback terms, and then come back to the Board with the additional information.
