The Randolph County Board of Commissioners met in special budget session at 6:00 p.m. in the
Commissioners Meeting Room, 725 McDowell Road, Asheboro, NC. Commissioners Kemp, Frye,
Holmes, Davis, and Mason were present.
Chairman Kemp announced that any department heads satisfied with their budgets as proposed by the
Manager and having no other comments to make were free to leave.
Health
MiMi Cooper, Health Director, reported that Randolph County's animal control program is running
very smoothly now since the Health Department and Sheriff's Department developed their team approach.
She thanked Sheriff Hurley and his staff for their work and cooperation as well as Bill McDaniel for his
dedication and work at the shelter.
Ms. Cooper told the Board that the Board of Health had approved new Environmental Health fees, but
the proposal would also have to be approved by the Commissioners. The County Manager has included
the increases in his recommended budget. The increase in fees is due to the increase in the complexity of
the program and the growth of the County.
Ms. Cooper stated that she also supports the proposed Salary Plan A. She feels the reclassification of
the Environmental Health Specialist position will help in recruiting and keeping these employees.
Aging Services
Candie Rudzinski, Senior Adults Association Director, updated the Board on the RCATS
Transportation Program. She stated that 7% of Randolph County's citizens over 60 years of age were
served by the Senior Adults program last year. Of the 1,400 participants (2,000 including senior
volunteers), 15% were minorities, and 41% were citizens with incomes below the poverty level.
Ms. Rudzinski told the Board that they now have 15 vehicles in their transportation fleet and she
thanked the Board for their support.
Library
Richard Wells, Library Director, reported that the automation project is on schedule and on budget.
He projects that on August 18, 1997, the new system will be open to the public in all 7 libraries.
Mr. Wells thanked the Board for their support and says he is pleased with his proposed budget for FY
`97-'98. He expressed his support for the proposed Salary Plan A. Mr. Wells informed the Board that he
has asked the City of Asheboro to purchase the 5400 sq. ft. law firm office located behind the library
parking lot. If acquired, he plans to move the Randolph Room there and use the upstairs for a meeting
room. This would also provide an additional 25-30 parking spaces for the library.
Sheriff & Jail
Sheriff Litchard Hurley stated that he was satisfied with his proposed budget and supports the
proposed Salary Plan A. Chairman Kemp commended the Sheriff and his staff for their work.
Sheriff Hurley stated that the jail transition is going smoothly but they are still trying to solve a
potential security problem with the exercise areas.
Soil & Water Conservation District
Craig Frazier, Vice Chairman of the Soil & Water Conservation District Board, thanked the Board for
their support.
Register of Deeds
Ann Shaw, Register of Deeds, stated that she was satisfied with her proposed budget. She also
discussed a bill in the NC Legislature that would allow local governments to appoint someone other than
the Register of Deeds office to review and approve plats.
Building Inspections
Bill McDaniel, Chief Building Inspector, distributed the new building inspection fees proposal to the
Board and answered questions concerning the new fees. He explained that fees have not increased since
1986 and that the proposed fees would be in-line with the fees in surrounding counties. He stated that he
also supports the proposed Salary Plan A.
