111097November 10, 1997 The Randolph County Board of Commissioners met in special session at 4:30 p.m. for a joint meeting with the Water Resources Advisory Board in the Commissioners Meeting Room, County Office Building, 725 McDowell Road, Asheboro, NC. Commissioners Kemp, Frye, Mason, Davis, and Holmes were present. David Townsend, Public Works Director, opened the meeting and welcomed everyone. Talmadge Baker, Water Board Chairman, gave an update on his Board's activities. He explained that they had hired Hiram Marziano to do an engineering study on short- and long-term water and sewer needs in the Northeast quadrant of the county and on options for addressing those needs. Mr. Marziano explained that the study was prompted by the new Northeast Middle School being built and by the need to improve the water and sewer systems at Grays Chapel School in the same area. Issues of concern were the routing and the sizing of these water lines. The School Board's goal is to provide water lines only large enough to take care of the schools' needs, but the Water Board felt that the county's long-term water needs should be dovetailed with the schools' plans, in order to make the wisest choices and best use of tax dollars for future water for the community at large. Mr. Marziano reviewed the six alternate routes to the two schools that were considered in the study. These routes were along roads with 25 or more homes per mile, where the cost of the lines could be spread out over the greatest number of people. He said that the least expensive option at this time would be to route water from the Town of Liberty to the two schools. The County Commissioners and the Water Board discussed this study and its proposed options at length. Chairman Kemp requested that the Water Board bring back to the Commissioners their recommendations, including first and second choice of routing water lines to the two schools. There was also a brief discussion on the possibility of having a similar study done for the other three quadrants of the county. The meeting adjourned at 6:05 p.m. Phil Kemp, Chairman J.
