092595Commissioners Special Meeting - September 25, 1995 The Randolph County Board of Commissioners met in special session at 6:00 p.m. on September 25, 1995, Commissioners Meeting Room, 725 McDowell Road, Asheboro, NC. Commissioners Kemp, Frye, Comer, Davis, and Holmes were present. The purpose of the meeting was to receive a report from Grier -Fripp Architects on the Centura Bank Building and the Courthouse. Glenn Ware, architect, stated that the objectives of their study were to assess the Centura Bank building and its possible uses, determine space needs at the Courthouse, determine cost estimates for the different options, and recommend a course of action to the County. Mr. Ware summarized his firm's assessment of Centura, stating that there are no major problems with the building. He estimated that all repairs could be made for $50,000, plus renovation costs to accommodate departments that will occupy it. He also presented findings related to space/security/air quality problems at the Courthouse. He advised the County to begin long-range planning for replacing the Courthouse, which could be constructed in phases at its current location. Mr. Ware put forth the following options for the use of Centura: A. Register of Deeds and Board of Elections --These departments are not directly related to the courts; their functions could easily be adapted to the existing space without a lot of remodeling; there is expansion room and adequate parking. Renovations costs: $50,000 - $100,000. B. Sheriff --This option is not recommended because it would not free up any space at the Courthouse and renovations would cost $375,000 - $500,000. Mr. Ware recommended the following plan of action: ° acquire bank building ° assess underground oil tank and for asbestos ° select architect to plan/design bank renovations ° renovate building for Register of Deeds and Board of Elections ° select architect to plan/design courthouse renovations ° renovate buildings to meet immediate needs ° organize courthouse planning committee ° plan for new courthouse financing on present site ° select architect to masterplan courthouse site ° prepare phased development plan, schedule and budget ° select architect to plan/design new courthouse ° construct new court facility ° restore historic courthouse The Board discussed this report at length and had several questions of Mr. Ware. Department heads also had comments and questions. The meeting adjourned at 6:50 p.m.
