C060595Closed Session Minutes - June 5, 1995 At 7:40 p.m. the Board went into closed session to discuss matters relating to discuss the negotiation of the price and terms of a contract concerning the acquisition of real property, pursuant to NCGS 143-318.11 (a)(5). Commissioners Kemp, Frye, Comer, Holmes and Davis were present. Also present were Frank Willis, County Manager; Alan Pugh, County Attorney; Alice Dawson, Clerk to the Board; and Cheryl Ivey, Deputy Clerk to the Board. Chairman Kemp announced that he had been contacted by the realtor handling the sale of the Allen property, located behind the Courthouse. The owners of the property authorized the realtor to offer this property to the County at its tax value, $86,000. Mr. Willis explained that the Tax Department's appraisal is high because they must appraise it as residential property. The Board discussed the property, noting that it could be used for parking but that there would be considerable expense (over $100,000) just to get it ready to pave. Two fee appraisers, Hal Powell and Ben Ramsay, have appraised this property at $70,000 and $58,000, respectively. Mrs. Dawson provided the Board with a report completed by David Townsend on this property. This report lists findings of potential problems and/or expenses, such as underground tanks, asbestos siding and shingles, the demolition of the houses on the property, and the amount of fill dirt required to fill in the tremendous slope of the property. On motion of Holmes, seconded by Frye, the Board unanimously authorized Chairman Kemp of offer no more than $65,000 for the property, as is.
