C090595Closed Session Minutes - September 5, 1995 At 6:50 p.m. the Board went into closed session to discuss matters relating to the location or expansion of business, pursuant to NCGS 143-318.11(a)(4). Commissioners Kemp, Frye, Comer, Davis, and Holmes were present. Also present were Frank Willis, County Manager; Alan Pugh, County Attorney; Alice Dawson, Clerk to the Board; and Walter Sprouse, Executive Director of the Randolph County Economic Development Corporation. Mr. Sprouse updated the Board on the Times Fiber Communications project south of Liberty, noting that a water line extended from the Town of Liberty would have insufficient pressure to handle the sprinkler system in the proposed facility. The company could drill a well and erect an elevated water tank. This option would make the total project cost $500,000, however, and only about $360,000 in funding has been committed. Mr. Sprouse said he is still investigating various state funding sources. Closed session ended at 7:10 p.m. and the Board went back into regular session. Phil Kemp, Chairman Darrell L.
